Empty homes remain a significant challenge for local authorities, with long-term vacant properties representing both a lost housing resource and a source of wider community concerns. Despite growing housing demand, many homes remain unoccupied for years due to probate delays, financial barriers, ownership issues and a lack of engagement from property owners.

In this session, Claudia Bearing, Empty Homes Officer at Rushcliffe Borough Council, shares experience of tackling vacant properties and bringing them back into use. Drawing on real case studies, Claudia explains how councils can identify, prioritise and intervene in empty homes cases using a combination of engagement, data analysis and enforcement powers.

The webinar covers:

  • The scale of the empty homes challenge and its impact on local communities, housing supply and council services
  • Why properties remain vacant, including probate issues, financial constraints, emotional attachment and ineffective sales strategies
  • How local authorities identify and prioritise empty homes using council tax records, data-led approaches and empty homes strategies
  • The range of powers available to councils, including notices, Enforced Sale Procedures, Empty Dwelling Management Orders and Compulsory Purchase Orders
  • Practical approaches to working with property owners to encourage refurbishment, sale, rental or reoccupation
  • Common challenges facing Empty Homes Officers and the importance of partnership working, networking and knowledge sharing

The session demonstrates how proactive intervention can reduce neighbourhood decline, tackle nuisance issues and unlock valuable housing stock. Claudia also shares lessons learned from her experience in the role, providing practical insights for housing, environmental health and empty homes professionals looking to maximise the impact of their local empty homes strategy.
