Empty homes are a growing and increasingly visible issue for local authorities, with over 1 million properties standing empty across England and long-term vacancies continuing to rise.

While often viewed as a housing or enforcement issue, the reality is far more complex. Many empty homes remain unresolved not because of inaction, but because of underlying challenges, including missing owners, unclear ownership, deceased estates, and families who are unable or unwilling to engage.

In this case-led webinar, James Booth, Public Sector Empty Homes Account Manager at Finders International, provides a practical insight into how these situations arise and how they can be addressed.

The webinar moves beyond theory to focus on what actually happens in practice, showing how detailed research, tracing, and engagement strategies can unlock cases that would otherwise remain stuck for years.

  • The scale and growing impact of empty homes across the UK
  • Why properties remain empty despite local authority intervention
  • The challenge of missing owners and incomplete information
  • Managing cases involving deceased owners and unknown heirs
  • Understanding Class F exemptions and long-term inactivity
  • Working with families who are reluctant or unable to engage
  • The role of tracing, research, and partnership working in resolving cases
  • How practical intervention can bring properties back into use

With a strong focus on real-world application, this session provides local authority professionals with a clearer understanding of what sits behind empty homes cases and how they can be moved forward effectively.
